Ceiling help and advice

I’m currently trying to paint my sons bedroom in a new house we’ve recently moved into, I’ve started with the ceiling I cleaned the entire ceiling with sugar soap completely followed the instructions on the bottle. Painted it over with a silk (picture attached) it’s had one coat and has been drying over night, this morning I pulled something of it (probably shouldn’t have but didn’t think) thinking it would just snap off I could sand it and repaint, however it stretched and turned out like the attached picture and now I’m not sure how to rectify it as it just peels and won’t sand down...

Vinyl Silk is a bit "rubbery", one of the reasons it's not advisable to paint Vinyl Matt over vinyl silk.
It may get a bit firmer after a day or two, so you can sand the edges of the hole to get rid of the raised edge. Try and use a new bit of fine sandpaper and use a light but fast sanding motion to knock the loose bits of paint off without raising any more. Spot prime the hole with one or two thin coats of Vinyl Silk, when dry sand again very lightly, then give the whole ceiling another coat
