Painting floor boards

Hi I have repainted my floor boards in armstead trade floor paint. I have given them two coats and waited 48 hours inbetween coats. The paint is now chipping in places. I had sanded and cleaned the floor prior to painting. I was wondering why this might happen? I spoke to akzo nobel and they want me to send a sample in to the lab. Waste of time im guessing.
Ive been reading that it may be possible to apply a clear varnish over the top of the paint to add a protective layer. I was wondering if it would have to be oil based or could i use water based if at all? Any help apprechiated. Thanks
