Painting woodwork - layers of badly applied satin finish

Wooden dado trim. Over the course of two decades the previous homeowner has painted two successive layers of different (ghastly) coloured satin finish over the first gloss layer. With no keying or undercoat between any of the layers. The satin wood paint chips off quite easily so I fear that if I don’t sand it all of prior to undercoating and top coating then my finished paintwork won’t adhere fully? Or do folks think I can get away with a good rough sand and a good oil based undercoat?
